Just come back from a 3 week holiday to these places. Really recommend Montenegro - beautiful mountainous scenary (Estonia's highest "mountain" is 130metres tall, so we were a bit spoilt!) - friendly people and nice cheap prices. Still pretty much undiscovered by the Brits, so mostly Serbs, Bosnians and Russians visit.
Albania. Again, beautiful scenary in the countryside. Tirana the capital is a real 80's timewarp, with lots of communist leftovers. 1 euro a beer and friendly people who are generally happy that you are visiting your country.
Croatia is a lot more touristy than the other places. First time we heard Brit, Aussie and and US voices. The prices reflect this - 6 euro a beer and mass produced tourist lunch menus prevail. Great scuba diving though and a really nice old town.
Would definately visit Montenegro again, and might combine it with a trip to Serbia next time.
