Government advice to landowners says if they are not causing problems then they (the gippos) should be tolerated - I reckon we should get a few to site themselves on MP's land / gardens to test this advice out.

That may well be Government advice - but the Government law is that the landowner is liable for the damage caused by "travellers"tdwn:.
I do seem to remember a case were a bunch of gypsies encamped near a Government ministers house - they were quickly moved on, for security reasons of course.
