Gartside is advocating two leagues of 18, and these 36 clubs would be irreplacable, presumably with the intention of making the second tier a better quality and to safeguard clubs from dropping out of the top of the premier league(s).
Surely this is a step back for football and would mean operating like the super league - which i believe is good for rugby league - and like the American NFL.
What makes The football league the best competition in world sport is the sheer volume of fans and clubs, all with varied historys and identities.
It would mean clubs like Bradford, Hull and ironically Bolton would never have made the top level and would IMO make the competition between what would be the bottom 2 divisions - presumably made up of the remaining 56 clubs - completley redudant.
I think this silly eejit needs to shut up and concentrate on keeping Bolton Wanderers in the top division on the basis of their talent on the football pitch and as a club and stop trying to do by inventing rules that would keep them there forever.
